Southeastern PA Counties Commit to 100% Renewable Energy by 2035

Four counties in Southeastern Pennsylvania—Chester, Bucks, Delaware, and Montgomery—are taking bold steps toward renewable energy adoption through the Sustainable Energy Partnership of Southeast PA (SEP). This initiative represents a significant move toward environmental sustainability in the region, setting ambitious goals for transitioning to renewable electricity.

The SEP was established to enhance access to stable, cost-effective, and transparent electricity procurement. In August 2024, the SEP Energy Board approved a comprehensive renewable energy purchasing strategy aiming for 100% renewable electricity for county operations by 2035. To ensure consistent progress, interim benchmarks have been established:

  • 25% renewable energy by 2026
  • 75% by 2030
  • 90% by 2032

These targets reflect a commitment not just to renewable energy but also to measurable progress.

The strategy emphasizes sourcing energy from various generation sources, particularly focusing on new solar, wind, and hydroelectric projects within the Delaware Valley. By prioritizing clean energy development from new projects rather than existing ones, the SEP seeks to bolster the region’s renewable energy infrastructure.

Before the SEP’s formation, these counties relied on Green-E Renewable Energy Credits to offset their conventional energy use. Moving forward, the partnership plans to augment these credits by directly procuring renewable energy, generating energy on-site at county facilities, and engaging in innovative energy projects. The counties are also exploring federal incentives to facilitate long-term power purchase agreements and to launch new clean energy initiatives.

In December 2024, the SEP adopted guidelines to expand membership, allowing municipalities, public school systems, and municipal authorities to join. This expansion is expected to enhance the partnership’s purchasing power and accelerate its collective impact.

By aligning with a forward-thinking strategy, the four counties and prospective members are setting a precedent for how regional partnerships can foster sustainability, stimulate economic growth, and reduce reliance on fossil fuels.
