The U.S. Department of Energy (DOE) has announced the selection of four collaborative projects in Illinois, Louisiana, Minnesota, and Virginia, totaling $7.1 million. This funding will support the planning and evaluation of large-scale renewable energy and energy storage projects across the United States.
Project Overview
These projects are part of the Renewable Energy Siting through Technical Engagement and Planning (R-STEP™) program, aimed at improving the planning, siting, and permitting processes for renewable energy and energy storage facilities. The collaboratives will provide expertise, training, and technical resources to local and Tribal governments, fostering informed decision-making.

As many future renewable energy projects are likely to be built on private lands, the R-STEP collaboratives will evaluate regional stakeholder needs and develop tailored educational materials. Details of the Collaboratives

The four newly selected collaboratives include:
- Illinois: Led by the University of Illinois Extension, this project will establish a network of trusted technical assistance providers to support communities in making informed renewable energy decisions. (Award amount: $1.9 million)
- Louisiana: The Louisiana Department of Natural Resources will engage diverse community partners to inform planning for offshore wind facilities in state waters. (Award amount: $1.9 million)
- Minnesota: Led by University of Minnesota Extension, this collaborative will assess local needs and expand technical assistance services to enhance officials’ capacity for engaging in renewable energy planning. (Award amount: $1.2 million)
- Virginia: The Virginia Department of Energy will create a centralized hub to provide resources and expert knowledge on economic development, environmental regulations, and best practices for large-scale renewable energy projects. (Award amount: $1.9 million)
Call for Technical Assistance Experts
The DOE is currently seeking experts to provide technical assistance to the R-STEP collaboratives. Organizations with expertise in renewable energy planning, siting, and permitting are encouraged to apply by January 9, 2025, at 3 p.m. ET.
